POSITION OVERVIEW

The successful candidate will oversee statutory control and land-related matters affecting the national road network.

The role focuses on ensuring that development applications, road access requests, and land-use activities comply with SANRAL requirements, legislation, and road safety standards.

Main responsibilities include:

  • Reviewing statutory control applications
  • Managing road access and land-use matters
  • Ensuring regulatory compliance
  • Supporting municipal planning processes
  • Conducting route audits and site assessments
  • Managing risks and non-compliance issues
  • Providing technical support and specialist advice
  • Monitoring statutory control performance across provinces

MINIMUM REQUIREMENTS

Applicants must possess:

  • NQF Level 7 qualification in:
    • Civil Engineering
    • Town and Regional Planning
    • Surveying
    • Equivalent related qualification
  • Minimum 5 years post-qualification experience
  • Minimum 5 years experience in:
    • Traffic Impact Assessments
    • Development Planning
    • Statutory Control
    • Road Access Management

ADVANTAGEOUS QUALIFICATIONS

Candidates with the following will have an added advantage:

  • NQF Level 8 qualification in Transportation, Planning, or Surveying
  • 3 years supervisory experience
  • Professional registration with a recognised body
  • GIS experience

KEY DUTIES

Statutory Control Management

  • Review and approve statutory control applications
  • Monitor compliance with SANRAL policies and legislation
  • Manage road access and development applications
  • Investigate illegal developments and non-compliance
  • Conduct route audits and inspections

Technical Advisory Services

  • Provide guidance on land-use and development matters
  • Support planning processes and infrastructure projects
  • Engage with municipalities regarding SDFs, IDPs, and other planning frameworks
  • Contribute to policy and procedure improvements

Reporting and Administration

  • Maintain accurate records and application databases
  • Produce management reports
  • Monitor application turnaround times
  • Ensure information is correctly captured on SANRAL systems

Stakeholder Engagement

  • Build relationships with municipalities and consultants
  • Support internal and external stakeholder collaboration
  • Promote SANRAL’s objectives and standards

REQUIRED SKILLS

The ideal candidate should have:

  • Strong communication skills
  • Knowledge of GIS systems
  • Understanding of SPLUMA and land administration processes
  • Ability to interpret engineering drawings
  • Problem-solving and conflict management skills
  • Strong planning and organisational abilities
  • Good computer skills
  • Ability to work under pressure and meet deadlines
